Local rule on a trailer on your lot. We found an official local rule for the City of Slidell, the City of Mandeville, the City of Covington, unincorporated St. Tammany Parish, and the City of Bogalusa (Washington Parish), each quoted below with its source. We confirm the rules for your address before delivery. See the local rules.
This page is for homeowners in Slidell, Mandeville, Covington, unincorporated St. Tammany Parish, and Bogalusa in Washington Parish, if Hurricane Isaias left your home unlivable. We did not find a statewide Louisiana rule on living in a travel trailer on your own lot while you rebuild. St. Tammany Parish has the clearest rule here, a temporary residence permit for an RV during repairs, but it covers only the unincorporated parish; each of the four cities has its own code. 1st Choice Living has placed furnished travel trailers on homeowners' own property, nationwide, since 2004, and we bill the carrier directly under ALE where the claim covers it.
Hurricane Isaias and the Northshore area
Storm facts as of October 9, 2026, 10 p.m. CDT, from official sources:
- The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
- Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
For Louisiana, that advisory had a tropical storm warning in effect from the Jefferson/Plaquemines Parish line to west of Ocean Springs, Mississippi, and a storm surge warning from the mouth of the Mississippi River to the Suwannee River in Florida. It said water could reach 3 to 5 feet above ground somewhere between the mouth of the Mississippi River and Dauphin Island, Alabama, if the peak surge occurs at the time of high tide. The advisory does not list individual parishes.
These pages are written for damage that may happen. If wind, rain, or surge leaves your home unlivable, Additional Living Expenses coverage may pay for somewhere to live while it is repaired. In Louisiana, wind and flood are usually insured separately, so ask your adjuster early which damage your homeowners policy covers.
State of emergency. We did not find a Hurricane Isaias emergency proclamation by Governor Jeff Landry on the Governor's newsroom or the GOHSEP Isaias page as of October 9, 2026, and we did not find a parish declaration for Isaias on the official parish pages for this area. Check with your parish emergency preparedness office for local orders.
Return to your property only when local officials say it is safe. Stay out of flood water and keep clear of downed lines. For roads, shelters, and re-entry, follow the St. Tammany Parish Office of Homeland Security and Emergency Preparedness, or the Washington Parish Office of Homeland Security and Emergency Preparedness. Local rules on living in an RV on your lot
Start with whether your address is inside Slidell, Mandeville, Covington, or Bogalusa, or in the unincorporated parish. The parish permit described below applies only outside the cities. Bogalusa is in Washington Parish, not St. Tammany.
St. Tammany Parish: the temporary residence permit in section 600-5 of the Unified Development Code, amended July 9, 2026, is reviewed by the Department of Planning and Development. It runs up to six months and can be extended once by up to three months if needed to finish the work, and the unit must be removed within 30 days after the home's final occupancy permit. The RV must be connected to potable water and sanitary sewer, to central water and sewer where they are available, and the connections must be inspected and approved before anyone moves in. The section says it does not apply to temporary housing authorized in connection with an emergency or disaster declaration, which the parish handles separately.
Covington: the zoning ordinance allows a manufactured home, not an RV, as temporary emergency housing after a natural, federally declared disaster, for up to six months and not renewable. Mandeville allows a visitor's RV for up to 72 hours, or up to two weeks with a temporary certificate of occupancy, and not as living quarters for the people who live there. Slidell allows RV hookups only for maintenance or for out-of-town visitors, up to 14 days a year.
A Louisiana law, R.S. 29:726, has GOHSEP run an expedited temporary housing program after a presidential major disaster or emergency declaration, for parishes that ask for it and have certified that they will waive land use rules for an RV or other temporary housing next to the damaged home. It applies only after a presidential declaration, and parishes and cities opt in or out each year. We did not find a presidential declaration for Isaias in Louisiana as of October 9.
Bogalusa: the zoning code also says mobile homes are not permitted in residential districts. Its only disaster language lets an existing legal mobile home destroyed by a hurricane or tornado be replaced with another mobile home. Washington Parish Licensing and Permits in Franklinton handles parish permits; call the city first.
Emergency management: the St. Tammany Parish Office of Homeland Security and Emergency Preparedness covers Slidell, Mandeville, Covington, and the unincorporated parish. Bogalusa is covered by the Washington Parish office. Neither parish had an Isaias emergency declaration on its official site as of October 9.
City of Slidell
Slidell's Unified Development Code lets an RV be parked on a residential lot but says it may not be connected to utilities except for maintenance or for out-of-town visitors, up to 14 days per calendar year. We found no provision for living in an RV on the lot while a storm-damaged home is repaired, so check with the city before anyone lives in a trailer there.
“No recreational vehicle, trailer or boat may be connected to utilities except for maintenance purposes as necessary, or for out-of-town visitors which shall not exceed 14 days per calendar year.” Source

City of Mandeville
Mandeville's land use regulations say an RV parked on a developed site may not be used as living quarters, permanently or part-time, except by a temporary visitor: up to 72 hours without a permit, or up to two weeks with a temporary certificate of occupancy from the Building Inspector. We found no storm or rebuild exception, so check with the city before anyone lives in a trailer on the lot.
“Recreational vehicles parked on a developed site shall be for personal and private use of the occupants of the site and shall not be occupied as living quarters or for business purposes on a permanent or part-time basis except in the case of a temporary visitor” Source

City of Covington
Covington's zoning ordinance says no RV may be used for living, sleeping, or housekeeping in any zoning district unless it is in a regulated RV park. Its temporary emergency housing provision after a federally declared disaster names manufactured homes, not RVs. Check with the Building Permit Department before a trailer is placed.

Unincorporated St. Tammany Parish
St. Tammany Parish's Unified Development Code lets the parish issue a temporary permit for an RV or manufactured home used as a temporary residence while a home on the same site is built, repaired, or renovated. The permit runs up to six months, can be extended once by up to three months, and the unit must be removed within 30 days after the home's final occupancy permit. Outside that permit, an RV on a developed home site may not be lived in.

Septic and health: The parish code requires an RV approved as a temporary residence to connect to potable water and sanitary sewer, to central water and sewer where available, with every connection inspected and approved before anyone moves in. Source
City of Bogalusa (Washington Parish)
Bogalusa's zoning code allows one RV belonging to the owner of a single-family home to be parked on the property only if it is not used as a dwelling. We found no storm or rebuild exception for an RV, so check with the city before anyone lives in a trailer on the lot.
“One (1) recreational vehicle belonging to the owner of a single-family dwelling may be parked on the owner's property in a manner similar to any other vehicle provided the recreational vehicle is not used as a dwelling” Source
Permits: City of Bogalusa Public Works Department (code enforcement and permits; city hall (985) 732-6200).

How the trailer is billed: Additional Living Expenses
Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Louisiana Department of Insurance explains that most homeowners policies will pay additional living expenses if you cannot stay in your home because of damage from a covered disaster, that ALE pays the costs beyond your normal expenses but will not make your mortgage payment, and that you need to keep all receipts. Its consumer line is 1-800-259-5300.
- Local rules for your address checked before delivery.
- A furnished travel trailer that sleeps 2 to 10, with a kitchen, a bathroom, real beds, and heat and air, delivered, leveled, and set up on your property.
- Utilities connected by licensed, insured contractors from our preferred vendor network, planned around what is actually working at the property.
- Site conditions documented at setup and again at takedown.
- Direct billing to your carrier under ALE where the claim covers it, tracked against your ALE limit. On a covered claim that is $0 out of pocket for your family.
- One named contact from the first call to the day the unit leaves.
Flood is different. National Flood Insurance Program policies do not provide additional living expense coverage. If your home also had damage your homeowners policy covers, such as wind, ask your adjuster how ALE applies. This is general information, not legal or coverage advice. Mandeville says an RV on a developed site may not be used as living quarters except by a temporary visitor. Covington says no RV may be used for living or sleeping outside a regulated RV park, and its post-disaster emergency housing provision names manufactured homes, not RVs. Is Bogalusa covered by the St. Tammany rule?
No. Bogalusa is in Washington Parish and has its own zoning code, which allows an owner's RV to be parked on the lot only if it is not used as a dwelling. Ask the city's Public Works Department before a trailer is placed.
Will my Louisiana homeowners policy pay for a trailer on my lot?
The Louisiana Department of Insurance explains that most homeowners policies will pay additional living expenses if you cannot stay in your home because of damage from a covered disaster, beyond your normal expenses, and that you need to keep all receipts.
