Hurricane Isaias and the Picayune area

Storm facts as of October 9, 2026, 8:30 p.m. CDT, from official sources:

  • The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
  • Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
  • Mississippi. The Mississippi Emergency Management Agency said on October 9, 2026, that parts of Jackson County were under a hurricane warning and that shelters and safe rooms were open in George, Hancock, Harrison, Jackson, and Pearl River counties. We did not find a statewide emergency order on an official Mississippi page as of this update. Source

In the same 4 p.m. CDT advisory, the National Hurricane Center said Isaias was expected to make landfall along the coast of the western Florida Panhandle that evening, and that the center was then expected to move across Alabama and into the Tennessee Valley, with weakening expected after landfall.

The advisory said tropical-storm-force winds extended outward up to 205 miles from the center, had a tropical storm warning from the Jefferson and Plaquemines Parish line in Louisiana to west of Ocean Springs, and forecast 2 to 5 inches of rain across much of the Southeast outside the heaviest band, with flash, urban, and river flooding possible across the region.

Away from the Gulf, the risk named in the advisory is wind, rain, and tornadoes rather than storm surge. If a tree comes through the roof or water gets in, a home can become unlivable far from the coast, and Additional Living Expenses coverage works the same way it does on the coast.

State of emergency. We did not find a Mississippi statewide emergency order for Isaias on the Governor's site or in MEMA's Isaias releases, or a county or city declaration for this area on an official page, as of October 9, 2026. Check with the county emergency management agency for local orders.

Local rules on living in an RV on your lot

Start with where your address sits. Picayune and Poplarville each have their own code and permit office. Outside city limits, the Pearl River County Planning and Building Department handles RV permits.

Pearl River County's RV Control Ordinance, adopted in September 2025, requires a county permit for anyone living in an RV. Its Hardship Variance allows occupancy for up to 12 months, renewable each year with documentation, for reasons including loss of a dwelling or active construction, approved by the Planning Director or Building Official. The unit must be registered and have an approved sewer or septic hookup, safe drinking water, and safe electrical service, and it may not be rented. Every county RV permit also carries setbacks of 200 feet from the front and 100 feet from the sides and rear, which the Planning and Building Director can vary, and no RV may be lived in inside a subdivision. Those standards will rule out many suburban lots unless a variance is granted, so ask before anything is delivered.

Poplarville's zoning lets the Mayor and Board of Aldermen approve a temporary permit of up to one year for structures or uses needed during construction or other one-time special circumstances, through the conditional use process. It does not mention RVs, so ask City Hall whether an RV during repairs can be approved under it.

Picayune's zoning lists no RV use in single-family districts and its temporary use section covers contractor offices, not homes. We did not find a rule on living in an RV on your own lot, so ask the Building Inspector's office.

Septic: the county ordinance requires an RV to be connected to a state-approved or county-approved wastewater system with no surface discharge, and an application needs a sanitation plan. Inside the cities, ask the county health department if the home is on septic.

City of Picayune

We did not find a rule on living in an RV or travel trailer on your own lot on an official page for the City of Picayune. Check with the city or county before a trailer is placed, and ask whether a permit is needed and how long a temporary unit may stay.

City of Poplarville

Poplarville's zoning code has no RV rule for residential lots and no storm exception, but it lets the Mayor and Board of Aldermen approve, through the conditional use process, a temporary permit of up to one year for structures or uses needed during construction or other one-time special circumstances. The section does not mention RVs, so ask City Hall whether an RV during repairs can be approved under it.

Unincorporated Pearl River County

Pearl River County's RV Control Ordinance requires a county permit to live in an RV. A Hardship Variance covers loss of a dwelling or active construction for up to 12 months, renewable each year with documentation, approved by the Planning Director or Building Official, for a registered unit with an approved sewer or septic hookup, safe water and electrical service, and no rental. Setbacks of 200 feet front and 100 feet side and rear apply unless varied, and no RV may be lived in inside a subdivision.

How the trailer is billed: Additional Living Expenses

Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Mississippi Insurance Department explains that additional living expenses coverage will pay for you to move somewhere temporarily when you cannot live in your home because of damage your policy covers, and it advises you to ask your insurance company early whether you have that coverage.
