Hurricane Isaias and the Montgomery area

Storm facts as of October 9, 2026, 5 p.m. CDT, from official sources:

  • The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
  • Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
  • Alabama. Governor Kay Ivey declared a state of emergency for 40 Alabama counties, effective 4 p.m. CDT on October 7, 2026. On October 8 she ordered non-residents, tourists, and visitors to leave Baldwin County south of the Gulf Intracoastal Waterway, including Gulf Shores and Orange Beach, and Zone 1 in Mobile County, including Dauphin Island. In the same 4 p.m. CDT advisory, the National Hurricane Center said the center was expected to move across Alabama and into the Tennessee Valley, with weakening expected after landfall, and its forecast advisory had the center moving inland across Alabama and becoming post-tropical on Saturday, October 10.

The advisory forecast 4 to 8 inches of rain across southern Alabama and 2 to 5 inches across much of the rest of the Southeast, said flash, urban, and river flooding was possible, and said the tornado threat would continue Saturday across parts of eastern Alabama.

Inland, the risk named in the advisory is wind, rain, and tornadoes rather than storm surge. If a tree comes through the roof or water gets in, a home can become unlivable far from the Gulf, and the same Additional Living Expenses coverage applies as on the coast.

Return to your property only when local officials say it is safe. Stay out of flood water and keep clear of downed lines. For roads, shelters, and re-entry, follow the Montgomery City/County Emergency Management Agency, the Autauga County EMA, or the Elmore County EMA. Local rules on living in an RV on your lot

Start with where your address sits. Montgomery County's building permit page says the county issues permits outside the police jurisdictions of the City of Montgomery and the Town of Pike Road, and that the city's police jurisdiction reaches 3 miles past the city limits, so many addresses outside the city still go to the city for permits. The county Engineering Department's contact page lists its administration office at 334-832-1310.

Montgomery's zoning ordinance treats an RV on a private lot as a stored vehicle, kept behind the setback lines and mostly out of view, and says no mobile dwelling may be lived in outside a mobile dwelling park or subdivision. The code does not speak directly to a homeowner living in an RV for a while after a storm, and we found no disaster provision, so ask the Inspections Department before a trailer is placed.

Prattville allows RVs as temporary homes only in RV parks and campgrounds, and its temporary uses section has no disaster housing category. Millbrook's rule applies when the principal building is destroyed, not merely damaged, and the same ordinance otherwise limits RV stays on a residential lot to visitors for up to 30 consecutive days. The ordinance is posted as a 2023 scan through the city's zoning map, so confirm the current text with the Planning and Zoning Administrator.

Emergency management is by county: the Montgomery City/County EMA for Montgomery, the Autauga County EMA for Prattville, and the Elmore County EMA for Millbrook.

Septic: Alabama's onsite sewage rules, which county health departments apply, define a dwelling to include a recreational vehicle and say a building may not be occupied as a dwelling unless it has an approved sewage disposal system. Installing or repairing a septic system needs a permit from the county health department. We did not find a county rule written specifically for RV septic hookups.

City of Montgomery

Montgomery's zoning ordinance treats an RV on a private lot only as a stored vehicle, and says no mobile dwelling may be lived in unless it is in a mobile dwelling park or subdivision. We found no provision for living in an RV on your lot while the home is repaired and no storm exception, so check with the city before anyone lives in a trailer on the lot.

Unincorporated Montgomery County

We did not find a rule on living in an RV or travel trailer on your own lot on an official page for unincorporated Montgomery County. Check with the city or county before a trailer is placed, and ask whether a permit is needed and how long a temporary unit may stay.

City of Prattville (Autauga County)

Prattville's zoning ordinance says recreational vehicles on residential lots may not be used for living, sleeping, or housekeeping, and allows RVs as temporary homes only in RV parks and campgrounds. We found no storm or disaster exception, so ask the city before anyone lives in a trailer on the lot.

City of Millbrook (Elmore County)

Millbrook's zoning ordinance says that when a conforming principal building is destroyed by fire or natural disaster, a temporary structure such as a camper or RV may be placed on the property while a new or refurbished building is built. It is subject to the Building Official's inspection, must be connected to all available utilities, and may stay until a certificate of occupancy or completion is issued or 18 months after the date of loss, whichever comes first; the Building Official may extend it for good cause. The posted copy is a 2023 scan, so confirm with Millbrook Planning and Zoning, 334-285-6428.

“When a conforming principal building in any district is destroyed by fire or natural disaster, an accessory or temporary structure, such as and without limitation, campers, recreation vehicles, mobile or manufactured homes may be placed on the property so long as the use is temporary during the construction of a new or refurbished principal building.” Source

How the trailer is billed: Additional Living Expenses

Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Alabama Department of Insurance explains that additional living expenses reimburse the cost of your additional living arrangements, and it lists a trailer alongside a hotel or an apartment. It says you will need all receipts to be reimbursed.

Flood is different. National Flood Insurance Program policies do not provide additional living expense coverage. Will my Alabama homeowners policy pay for a trailer on my lot?

If your policy includes Additional Living Expenses, also called loss of use, it pays for somewhere to live while the house is not livable. The Alabama Department of Insurance's disaster guide lists a trailer alongside a hotel or an apartment, and it says the National Flood Insurance Program does not cover additional living expenses.
