Local rule on a trailer on your lot. We found an official local rule for the City of Dothan, the City of Enterprise (Coffee County), and the City of Ozark (Dale County), each quoted below with its source. For unincorporated Houston County, check with the city or county. We confirm the rules for your address before delivery. See the local rules.
This page is for homeowners in the Wiregrass of southeast Alabama, in Dothan and unincorporated Houston County, Enterprise in Coffee County, and Ozark in Dale County, if Hurricane Isaias left your home unlivable. Alabama has no statewide rule on living in a travel trailer on your own lot while you rebuild, and the three Wiregrass cities answer it three different ways: Dothan's code has an emergency exception for RVs, Enterprise's code limits RV living to RV parks, and Ozark's disaster rule covers a manufactured home but does not name an RV. 1st Choice Living has placed furnished travel trailers on homeowners' own property, nationwide, since 2004, and we bill the carrier directly under ALE where the claim covers it.
Hurricane Isaias and the Dothan and Enterprise area
Storm facts as of October 9, 2026, 5 p.m. CDT, from official sources:
- The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
- Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
- Alabama. Governor Kay Ivey declared a state of emergency for 40 Alabama counties, effective 4 p.m. CDT on October 7, 2026. On October 8 she ordered non-residents, tourists, and visitors to leave Baldwin County south of the Gulf Intracoastal Waterway, including Gulf Shores and Orange Beach, and Zone 1 in Mobile County, including Dauphin Island. In the same 4 p.m. CDT advisory, the National Hurricane Center said the center was expected to move across Alabama and into the Tennessee Valley, with weakening expected after landfall, and its forecast advisory had the center moving inland across Alabama and becoming post-tropical on Saturday, October 10.
The advisory said hurricane-force winds were expected to spread inland as far as 100 miles from the coast into southern Alabama, forecast 4 to 8 inches of rain across southern Alabama, and said flash, urban, and river flooding was possible, with considerable impacts likely across much of southern Alabama.
The advisory said the tornado risk would continue into Friday night across the Florida Panhandle, southeast Alabama, and southern Georgia, and Saturday across parts of eastern Alabama.
Inland, the risk named in the advisory is wind, rain, and tornadoes rather than storm surge. If a tree comes through the roof or water gets in, a home can become unlivable far from the Gulf, and the same Additional Living Expenses coverage applies as on the coast.

Return to your property only when local officials say it is safe. Stay out of flood water and keep clear of downed lines. For roads, shelters, and re-entry, follow the Dothan-Houston County Emergency Management Agency (334-794-9720), the Coffee County Emergency Management Agency, or the Dale County Emergency Management Agency. For the current forecast, go to the National Hurricane Center.
Local rules on living in an RV on your lot
Start with where your address sits. Dothan, Enterprise, and Ozark each have their own code and permit office. Outside Dothan in Houston County, the county's Road and Bridge Department handles county building and flood zone permits, and its FAQ says the county does not perform building inspections.
Dothan's exception applies in times of danger or a declared emergency, and Houston County is named in the Governor's state of emergency for Isaias. The code sets no time limit or permit step for it, and the same section says an RV may not sit in the street or in front of the house unless it is being moved. Ask Planning and Development how the exception applies at your address before move-in.
Ozark's temporary shelter rule lets a manufactured home be lived in on the lot of a single-family home made unfit by fire or natural disaster, with a zoning certificate, water and sanitary facilities, and a 6-month permit that can be extended to no more than a year. The rule names a manufactured home, and the same code says camping and travel trailers may be stored but not occupied, so ask the city whether a travel trailer can be approved.
Emergency management in the Wiregrass is by county: Dothan-Houston County EMA, Coffee County EMA for Enterprise, and Dale County EMA for Ozark.
Septic: Alabama's onsite sewage rules, which county health departments apply, define a dwelling to include a recreational vehicle and say a building may not be occupied as a dwelling unless it has an approved sewage disposal system. Installing or repairing a septic system needs a permit from the county health department. We did not find a county rule written specifically for RV septic hookups.
City of Dothan
Dothan's zoning code says RVs and travel trailers may not be used as homes or accessory apartments outside an approved RV park or campground, but it allows them to be used as temporary living quarters in times of danger or a declared emergency. The code sets no time limit or permit step for this, so check with Planning and Development before move-in.

Unincorporated Houston County
We did not find a rule on living in an RV or travel trailer on your own lot on an official page for unincorporated Houston County. Check with the city or county before a trailer is placed, and ask whether a permit is needed and how long a temporary unit may stay.

City of Enterprise (Coffee County)
Enterprise's zoning ordinance allows RVs to be lived in only in recreational vehicle parks, and says an RV parked or stored on a residential lot may not be used for living, sleeping, or housekeeping. We did not find a storm or rebuilding exception for homeowners, so ask the city before a trailer is placed.
“No such equipment may be used for living, sleeping, or housekeeping purposes when parked or stored on a residential lot or in any location not approved for such use.” Source

City of Ozark (Dale County)
Ozark's zoning ordinance says camping or travel trailers may be stored but not occupied. Its temporary shelter rule lets a manufactured home, not an RV, be lived in on the lot of a single-family home made unfit by fire or natural disaster during repair or rebuilding, with a zoning certificate, water and sanitary facilities, a 6-month permit that can be extended to no more than one year, and removal within 14 days after you move back in. Ask the city whether a travel trailer can be approved; the code does not say so.
“When fire or natural disaster has rendered a single-family residence unfit for human habitation, the temporary use of a manufactured home located on the single-family lot during rehabilitation of the original residence or construction of a new residence is permitted” Source

How the trailer is billed: Additional Living Expenses
Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Alabama Department of Insurance explains that additional living expenses reimburse the cost of your additional living arrangements, and it lists a trailer alongside a hotel or an apartment. It says you will need all receipts to be reimbursed.

- A furnished travel trailer that sleeps 2 to 10, with a kitchen, a bathroom, real beds, and heat and air, delivered, leveled, and set up on your property.
- Utilities connected by licensed, insured contractors from our preferred vendor network, planned around what is actually working at the property.
- Site conditions documented at setup and again at takedown.
- Direct billing to your carrier under ALE where the claim covers it, tracked against your ALE limit. On a covered claim that is $0 out of pocket for your family.
- One named contact from the first call to the day the unit leaves.
Flood is different. National Flood Insurance Program policies do not provide additional living expense coverage. If your home also had damage your homeowners policy covers, such as wind, ask your adjuster how ALE applies. This is general information, not legal or coverage advice. What about Ozark?
Ozark's code allows a manufactured home on the lot after a fire or natural disaster with a permit, for up to a year, but it says travel trailers may be stored and not occupied, and its disaster rule does not name an RV. Ask the Inspection Department, 334-774-9190, whether a travel trailer can be approved.
I live outside Dothan in Houston County. What applies to me?
We did not find a county rule on living in an RV on your own lot. Houston County's Road and Bridge Department handles county building and flood zone permits, 334-792-4149, and its FAQ says the county does not perform building inspections. Ask the department before a trailer is placed, and the county health department about septic.
Will my Alabama homeowners policy pay for a trailer on my lot?
If your policy includes Additional Living Expenses, also called loss of use, it pays for somewhere to live while the house is not livable. The Alabama Department of Insurance's disaster guide lists a trailer alongside a hotel or an apartment, and it says the National Flood Insurance Program does not cover additional living expenses. Your policy and your adjuster decide what is covered. On a covered claim we bill the carrier directly.
