This page is for homeowners in Birmingham, Hoover, Bessemer, and unincorporated Jefferson County, Alabama, if Hurricane Isaias left your home unlivable. Alabama has no statewide rule on living in a travel trailer on your own lot while you rebuild, and in the Birmingham area the line between city and county matters most: Jefferson County's zoning resolution has a written emergency relief permit for an RV after a natural disaster, while the Birmingham, Hoover, and Bessemer codes limit or bar living in one and have no storm exception. 1st Choice Living has placed furnished travel trailers on homeowners' own property, nationwide, since 2004, and we bill the carrier directly under ALE where the claim covers it.
Hurricane Isaias and the Birmingham area
Storm facts as of October 9, 2026, 5 p.m. CDT, from official sources:
- The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
- Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
- Alabama. Governor Kay Ivey declared a state of emergency for 40 Alabama counties, effective 4 p.m. CDT on October 7, 2026. On October 8 she ordered non-residents, tourists, and visitors to leave Baldwin County south of the Gulf Intracoastal Waterway, including Gulf Shores and Orange Beach, and Zone 1 in Mobile County, including Dauphin Island. In the same 4 p.m. CDT advisory, the National Hurricane Center said the center was expected to move across Alabama and into the Tennessee Valley, with weakening expected after landfall, and its forecast advisory had the center moving inland across Alabama and becoming post-tropical on Saturday, October 10.
The advisory forecast 2 to 5 inches of rain across much of the Southeast beyond southern Alabama, with localized higher amounts, and said flash, urban, and river flooding was possible across the region.
Inland, the risk named in the advisory is wind, rain, and tornadoes rather than storm surge. If a tree comes through the roof or water gets in, a home can become unlivable far from the Gulf, and the same Additional Living Expenses coverage applies as on the coast.
State of emergency. We did not find this county named in Governor Ivey’s Isaias state of emergency on an official page as of October 9, 2026. Check with the county emergency management agency for local orders.
Return to your property only when local officials say it is safe. Stay out of flood water and keep clear of downed lines. For roads, shelters, and re-entry, follow the Jefferson County Emergency Management Agency. For the current forecast, go to the National Hurricane Center.
Local rules on living in an RV on your lot
Start with where your address sits. Inside Birmingham, Hoover, or Bessemer, the city code and its permit office apply; Jefferson County's zoning resolution applies only outside city limits. Hoover reaches into Shelby County, where the Shelby County Health Department, not Jefferson County's, handles septic.
In unincorporated Jefferson County, two sections of the zoning resolution matter. Section 1215 lets the Director of Development Services grant immediate temporary emergency relief by permitting a mobile home, RV, or tiny home on your property when the need comes directly from fire or natural disaster damage; the permit lasts no more than a year and cannot be transferred. Section 1214 allows a camper, RV, mobile home, or tiny home on a lot for up to a year while a single-family home is built there. Both are permits, not automatic, so apply to Development Services first.
Birmingham's code counts a travel trailer or camping trailer used for sleeping as a mobile home, and Hoover's counts any unit on wheels with sleeping or living space as a trailer coach. Both set short day limits outside a park, and we found no disaster exception in either code. Hoover's zoning ordinance is not posted online, so ask the city as well.
City of Birmingham
Birmingham's code counts a travel trailer, camping trailer, or any towable unit used for sleeping as a mobile home, and outside a mobile home park one may be parked or lived in for no more than seven days in all during any six-month period. We found no storm or disaster exception, so ask the city before anyone lives in a trailer on the lot longer than that.

Septic and health: The Jefferson County Department of Health's onsite sewage regulations require written Health Department approval before a mobile home is connected to an existing septic system, and before a building permit is issued to renovate a home on septic. They have no RV-specific rule, so call JCDH Community Environmental Protection, 205-930-1230, before an RV is hooked up to a septic system. Source
City of Hoover
Hoover's code says no one may park or live in a trailer coach, meaning any unit on wheels with sleeping or living space, for more than four days in all during any six-month period outside a permitted trailer park, unless the unit meets the city's plumbing, electrical, sanitary, and building codes for stationary homes. We found no storm or disaster exception, so ask Inspection Services before anyone lives in a trailer on the lot.

City of Bessemer
Bessemer's zoning ordinance says a camping or travel trailer may not be lived in, even temporarily, anywhere except an authorized mobile home park. We found no storm or disaster exception, so ask the city before anyone lives in a trailer on the lot.
“A camping or travel trailer shall not be occupied either temporarily or permanently while it is parked or stored in any area except in a mobile home park authorized under this ordinance.” Source

Unincorporated Jefferson County
Jefferson County's zoning resolution lets the Director of Development Services grant immediate temporary emergency relief by permitting a mobile home, RV, or tiny home on your property when the need comes directly from fire or natural disaster damage. The permit lasts no more than one year and cannot be transferred. Separately, an RV may stay on a lot for up to a year while a single-family home is built there, meeting county codes and Health Department requirements. Apply to Development Services first.

How the trailer is billed: Additional Living Expenses
Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Alabama Department of Insurance explains that additional living expenses reimburse the cost of your additional living arrangements, and it lists a trailer alongside a hotel or an apartment. It says you will need all receipts to be reimbursed.

- A furnished travel trailer that sleeps 2 to 10, with a kitchen, a bathroom, real beds, and heat and air, delivered, leveled, and set up on your property.
- Utilities connected by licensed, insured contractors from our preferred vendor network, planned around what is actually working at the property.

- Direct billing to your carrier under ALE where the claim covers it, tracked against your ALE limit. On a covered claim that is $0 out of pocket for your family.
- One named contact from the first call to the day the unit leaves.
Flood is different. National Flood Insurance Program policies do not provide additional living expense coverage. Can I live in a travel trailer on my lot in Birmingham after Hurricane Isaias?
Birmingham's code counts a travel trailer used for sleeping as a mobile home and allows one outside a mobile home park for no more than seven days in any six-month period. We found no storm exception. Ask the Permitting Division, 205-254-2904, before a trailer is placed. If a trailer on your lot is not allowed, we will tell you.
I live in unincorporated Jefferson County. Is a trailer allowed?
Jefferson County's zoning resolution lets the Director of Development Services permit a mobile home, RV, or tiny home on your property as temporary emergency relief when the need comes directly from fire or natural disaster damage, for up to one year. It is a permit, not automatic. Apply to the Building Division, 205-325-5321, and call JCDH, 205-930-1230, if the home is on septic.
What about Hoover and Bessemer?
Hoover's code limits a trailer coach outside a permitted park to four days in any six months unless it meets the codes for stationary homes, and Bessemer's zoning bars living in a travel trailer outside a mobile home park. Is Jefferson County in the state of emergency for Isaias?
We did not find Jefferson County named in Governor Ivey's October 7 Isaias proclamation, which lists 40 counties, or in the October 8 or October 9 supplements. That does not change how ALE works: whether a trailer is covered depends on your policy and your claim.
Will my Alabama homeowners policy pay for a trailer on my lot?
If your policy includes Additional Living Expenses, also called loss of use, it pays for somewhere to live while the house is not livable. The Alabama Department of Insurance's disaster guide lists a trailer alongside a hotel or an apartment, and it says the National Flood Insurance Program does not cover additional living expenses. Your policy and your adjuster decide what is covered. On a covered claim we bill the carrier directly.
