We found an official local rule for the City of Gulfport, the City of Biloxi, the City of Long Beach, the City of Pass Christian, the City of D'Iberville, and unincorporated Harrison County, each quoted below with its source. We confirm the rules for your address before delivery. See the local rules.
This page is for homeowners in Gulfport, Biloxi, Long Beach, Pass Christian, D'Iberville, and unincorporated Harrison County whose home is not livable after Hurricane Isaias. Mississippi has no statewide rule on living in a travel trailer on your own lot while you rebuild, and the five cities and the county here each wrote their own. Some have a path for a temporary residence during repairs, some limit an RV on your own lot to a couple of days a month, and none of them reads exactly like the others. Hurricane Isaias and the Gulfport and Biloxi area
Storm facts as of October 9, 2026, 5 p.m. CDT, from official sources:
- The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
- Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
- Mississippi. The Mississippi Emergency Management Agency said on October 9, 2026, that parts of Jackson County were under a hurricane warning and that shelters and safe rooms were open in George, Hancock, Harrison, Jackson, and Pearl River counties. We did not find a statewide emergency order on an official Mississippi page as of this update. Source
MEMA's October 9 update listed Harrison County among the counties with shelters and safe rooms open. The hurricane warning in the National Hurricane Center advisory above began at Ocean Springs, in Jackson County to the east, and ran east from there.
Return to your property only when local officials say it is safe. Stay out of flood water and keep clear of downed lines. For roads, shelters, and re-entry, follow the Harrison County Emergency Management Agency. For the current forecast, go to the National Hurricane Center.
Local rules on living in an RV on your lot
Several of these rules talk about a temporary residence or temporary housing without naming an RV or travel trailer, and Long Beach's code bans travel trailers as residences in another section. Ask the office for your address which unit types it will permit before anything is placed. Ask, too, whether the city has passed a resolution on temporary housing for Isaias.
Septic: we did not find a Mississippi State Department of Health rule for hooking a single RV to a home's septic system during a rebuild. Ask the permit office for your address what the sewer connection needs.
City of Gulfport
Gulfport's zoning code allows an RV to be lived in only inside a legal RV park, except that an owner may use a self-contained RV on the lot of their own principal residence for no more than two consecutive days in a 30-day period. We did not find a storm or rebuild exception for RVs in the code, so ask the city before planning a longer stay on your lot.
“a self-contained recreational vehicle may be used by an individual owner for a period not to exceed two (2) consecutive days within a thirty (30) day period provided that such recreational vehicle is parked on property on which the owner's principal residence is located.” Source

City of Biloxi
Biloxi's Land Development Ordinance allows a temporary residence on the same lot for the occupants of a home with casualty damage, with a Temporary Use Permit. The city must find the home is not habitable, and a building permit for the repair must be pulled within 45 days. The permit runs up to 12 months, can be renewed in 12-month periods up to four years, and cannot be renewed once the home is repaired and habitable. The section requires a factory-fabricated, transportable structure and does not name RVs, so confirm with Community Development that a travel trailer qualifies.

City of Long Beach
Long Beach's zoning code lets the city permit a temporary residence while the permanent home on the same site is built, repaired, or renovated. The permit expires six months after it is issued, and the administrator may renew it once for up to three more months. The same code separately bans a travel trailer as a temporary or permanent residence in all districts, and limits RV living outside a park to two consecutive days in 30 on the owner's lot, so ask the Building Department which unit types it will permit.

City of Pass Christian
Pass Christian's Development Code has a special emergency provision: after a Governor's or presidential emergency or disaster declaration that applies to the city, an owner whose home was destroyed or made uninhabitable may place temporary housing on the lot for up to two years from the event, while actively pursuing repair or rebuilding. We did not find a Governor's or presidential declaration for Isaias as of October 9, 2026, and the provision does not name RVs or travel trailers, so check with the Code Office before setting one up.

City of D'Iberville
D'Iberville's zoning code allows an RV to be lived in only inside a legal RV park, except that an owner may use a self-contained RV on the lot of their own principal residence for no more than two consecutive days in a 30-day period. We did not find a storm exception for RVs. The code does let the Building Official issue a temporary permit for uses needed during construction or other one-time special circumstances, so ask the Building Department before a trailer is placed.

Unincorporated Harrison County
Harrison County's Unified Development Code lets a self-contained RV be used as a temporary dwelling for up to six months while a home is built or rebuilt, but only with a conditional use permit, only on the lot where the finished home will stand, and only if the owner already holds a building permit for the home. Without that permit, an RV on the owner's primary-residence lot may be lived in no more than seven consecutive days in a 30-day period.

How the trailer is billed: Additional Living Expenses
Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Mississippi Insurance Department explains that additional living expenses coverage will pay for you to move somewhere temporarily when you cannot live in your home because of damage your policy covers, and it advises you to ask your insurance company early whether you have that coverage.

- A furnished travel trailer that sleeps 2 to 10, with a kitchen, a bathroom, real beds, and heat and air, delivered, leveled, and set up on your property.

- Direct billing to your carrier under ALE where the claim covers it, tracked against your ALE limit. On a covered claim that is $0 out of pocket for your family.
- One named contact from the first call to the day the unit leaves.
Flood is different. National Flood Insurance Program policies do not provide additional living expense coverage. If your home also had damage your homeowners policy covers, such as wind, ask your adjuster how ALE applies. This is general information, not legal or coverage advice. I live in Long Beach. Can a trailer go on my lot during repairs?
Long Beach can permit a temporary residence while the home on the same site is repaired, for six months with one renewal of up to three months. Another section of the same code bans travel trailers as temporary or permanent residences, so ask the Building Department, (228) 863-1554, which units it will permit before anything is placed.
What about D'Iberville or unincorporated Harrison County?
D'Iberville limits RV living on your own lot to two consecutive days in 30, though its Building Official can issue temporary permits for special circumstances; ask the Building Department. In unincorporated Harrison County, a self-contained RV can be a temporary dwelling for up to six months during reconstruction with a conditional use permit and a building permit; ask Code Administration, 228-832-1622.
