Mississippi has no statewide rule on living in a travel trailer on your own lot while you rebuild, so each city and the county set their own. Pascagoula, Moss Point, and Jackson County each have a written path for temporary housing after a disaster, though not all of them name an RV. Hurricane Isaias and the Pascagoula and Ocean Springs area

Storm facts as of October 9, 2026, 5 p.m. CDT, from official sources:

  • The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
  • Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
  • Mississippi. The Mississippi Emergency Management Agency said on October 9, 2026, that parts of Jackson County were under a hurricane warning and that shelters and safe rooms were open in George, Hancock, Harrison, Jackson, and Pearl River counties. We did not find a statewide emergency order on an official Mississippi page as of this update. Source

MEMA said on October 9 that parts of Jackson County were under a hurricane warning, and listed Jackson County among the counties with shelters and safe rooms open. The National Hurricane Center warning above began at Ocean Springs and ran east.

Return to your property only when local officials say it is safe. Stay out of flood water and keep clear of downed lines. For roads, shelters, and re-entry, follow the Jackson County Office of Emergency Services. For the current forecast, go to the National Hurricane Center.

Local rules on living in an RV on your lot

Check which office handles your address. Moss Point issues its own RV disaster permit, but its building permits come from the Jackson County Building Department. In unincorporated Jackson County, the Planning Director issues emergency permits and the county Building Department issues building permits. A separate section of the county ordinance caps temporary structures at 180 days and requires a hurricane removal plan, so ask Zoning how that fits with an emergency permit.

Several of these rules speak of a temporary residence, a mobile home, or a temporary structure without naming an RV or travel trailer. Ask the office for your address whether a travel trailer qualifies before anything is placed.

Septic: we did not find a Mississippi State Department of Health or county rule for hooking a single RV to a home's septic system during a rebuild. Ask the permit office what the sewer connection needs.

City of Pascagoula

Pascagoula's Unified Development Ordinance allows a temporary residence on the same lot for the occupants of a home with casualty damage, with a permit. The City Manager must find the home is not habitable, and the permit cannot be renewed once the home is repaired and habitable. It may stay up to 12 months, renewable in 12-month periods to four years, or longer if a Declaration of Emergency for the disaster says so. The section covers factory-fabricated, transportable structures and does not name RVs, so confirm with Planning and Building that a travel trailer qualifies.

City of Ocean Springs

Ocean Springs' Unified Development Code allows an RV to be stored on its owner's property only when it is not used for dwelling or sleeping, and we did not find a provision allowing an RV as a temporary home during storm repairs. During construction, the Building Official may authorize one on-site manufactured home as the owner's temporary residence, but that section names manufactured homes, not RVs. Check with the Building Department before a trailer is placed.

City of Gautier

We did not find a rule on living in an RV or travel trailer on your own lot on an official page for the City of Gautier. Check with the city or county before a trailer is placed, and ask whether a permit is needed and how long a temporary unit may stay.

City of Moss Point

Moss Point's zoning code bars living in a parked RV, but after a natural disaster such as a hurricane the city's administrative official may issue a temporary permit to live in an RV for up to 90 days. A second 90-day period may be given if a building permit has been issued for the repair or rebuild and substantial progress has been made.

Unincorporated Jackson County

Jackson County's zoning districts do not allow campers, travel trailers, or RVs to be used for living, but the ordinance lets the Planning Director issue an emergency permit, in any district and without neighbor notice, for a mobile home or temporary structure for people displaced from their home by a hurricane or other disaster who are under undue hardship. The permit runs up to one year and may be renewed once for up to one more year. The emergency permit section does not name RVs, so ask Planning whether a travel trailer counts as a temporary structure.

How the trailer is billed: Additional Living Expenses

Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Mississippi Insurance Department explains that additional living expenses coverage will pay for you to move somewhere temporarily when you cannot live in your home because of damage your policy covers, and it advises you to ask your insurance company early whether you have that coverage.

  • Local rules for your address checked before delivery.
  • A furnished travel trailer that sleeps 2 to 10, with a kitchen, a bathroom, real beds, and heat and air, delivered, leveled, and set up on your property.

Flood is different. National Flood Insurance Program policies do not provide additional living expense coverage.
