Navarre and Pace are unincorporated, so Santa Rosa County's Land Development Code applies there. In normal times all three codes restrict living in an RV on a residential lot. Storm facts as of October 9, 2026, 5 p.m. CDT, from official sources:

  • The storm. In its 4 p.m. CDT advisory on October 9, 2026, the National Hurricane Center said Isaias was a Category 3 hurricane with maximum sustained winds near 115 mph, and that it was forecast to make landfall along the coast of the western Florida Panhandle that evening and then move across Alabama. Source
  • Warnings. That advisory had a hurricane warning in effect from Ocean Springs, Mississippi, to the Bay and Gulf County line in Florida, and said storm surge could reach 6 to 9 feet above ground from the Alabama and Florida border to Grayton Beach, Florida. Source
  • Florida. Governor Ron DeSantis declared a state of emergency on October 6, 2026, in Executive Order 26-202, and on October 7 extended it to 27 counties in Executive Order 26-211, including Escambia, Santa Rosa, Okaloosa, Walton, and Bay. Source

Santa Rosa County is one of the 27 counties in Governor DeSantis's Executive Order 26-211. That order matters for housing too: Florida's temporary shelter law, below, applies after a Governor's emergency declaration. The storm surge range in the advisory above was for the coast from the Alabama and Florida border to Grayton Beach, which includes the Santa Rosa County coast.

Local rules on living in an RV on your lot

We did not find a Santa Rosa County, Gulf Breeze, or Milton page written for temporary housing after Isaias. What we found are the code rules below, and Florida's temporary shelter law, which applies notwithstanding local ordinances once its conditions are met. Permits for the water, sewer, and power hookups still go through the local office.

Flood zones in Gulf Breeze and Milton: both cities' flood codes say an RV placed temporarily in a flood hazard area must be on the site fewer than 180 consecutive days, or be fully licensed and ready for highway use with quick-disconnect utilities. Ask the city which zone your lot is in.

Septic: Santa Rosa County's septic page says septic systems are permitted through the Florida Department of Environmental Protection, 850-245-4070, and the Florida Department of Health confirms that DEP took over septic permitting in Santa Rosa County as of January 2, 2025.

City of Gulf Breeze

Gulf Breeze's code bars living or sleeping in a vehicle parked on a residential lot, but lets the City Council allow RVs to be lived in after a declared natural disaster by passing a resolution that sets an expiration date. The code allows a sewer hookup for an RV only under such a resolution. We did not find an RV resolution for Isaias on the city's site as of October 9, 2026. Florida's section 166.0335 separately says the city may not prohibit one temporary shelter on a damaged home's lot when the state law's conditions are met.

City of Milton

Milton's code bars living in recreational equipment parked in a residential district in normal times, but its temporary use standards allow a travel trailer as temporary living quarters in any district in an emergency, such as damage from a hurricane. You apply to Planning and Development, the City Manager or a designee decides whether there is an emergency, and the use is limited to six months, with proper disposal of gray and black water. Florida's section 166.0335 separately says that after the Governor's emergency declaration the city may not prohibit one temporary shelter on a damaged home's lot when the state law's conditions are met.

Unincorporated Santa Rosa County, including Navarre and Pace

The county's Land Development Code bars living in an RV as permanent quarters in residential zoning, but allows an RV as temporary living quarters while a single-family home is being built once a residential building permit has been issued, for up to one year from that permit, with the RV kept road-ready on quick-disconnect utilities. The code does not say whether that covers storm repairs, so treat it as the closest county rule, not a disaster permit. Florida's section 125.023 separately says the county may not prohibit one temporary shelter on a damaged home's lot when the state law's conditions are met.

Florida’s temporary shelter law

Under section 125.023 (counties) and section 166.0335 (cities), Florida Statutes, after the Governor declares a state of emergency for a natural emergency during which a home was damaged and made uninhabitable, a county or city may not prohibit one temporary shelter on the residential property. The statutes say a temporary shelter includes a recreational vehicle or trailer. It can stay up to 36 months after the declaration or until a certificate of occupancy is issued, whichever comes first, when all of these apply:

  • You make a good faith effort to rebuild or renovate, such as applying for a building permit, submitting plans, or getting a construction loan.
  • The shelter is connected to water and electric utilities and does not threaten health and safety.
  • You live in it.

How the trailer is billed: Additional Living Expenses

Additional Living Expenses, or ALE, sometimes called loss of use, pays for somewhere to live while the house is not livable. Ask your carrier whether your policy includes it and what the limit is. The Florida Department of Financial Services explains that the additional living expense feature of most homeowners policies pays some expenses for losses that leave homes unlivable during repairs, and to keep all receipts. Flood is different. National Flood Insurance Program policies do not provide additional living expense coverage.
